High-Level Property Probe of Politicians & Officials
To end prevailing corruption, the tendency of hiding assets, and impunity in the country, to form an empowered Property Investigation Committee under the OPMCM within 15 days. To include experts in law, finance, revenue, and investigation, as well as representatives from relevant bodies in the committee. To develop necessary legal and technical mechanisms for this, ensuring the entire process is transparent and result-oriented. To grant the committee authority to collect, analyze, and recommend necessary documents, details, and records. In the first phase, to collect, verify, and investigate the property details of major political office bearers and high-ranking officials who held public office from 2062/63 BS to the present (2082/83 BS). In the second phase, to investigate the assets of similar officials and employees who held public office from the year 2088 BS (sic - likely 2048 BS) to 2061/62 BS. To conduct the investigation process impartially, based on evidence and legal standards, and to make arrangements to implement the reports and recommendations submitted by the committee through the relevant bodies.
देशमा व्याप्त भ्रष्टाचार, सम्पत्ति लुकाउने प्रवृत्ति तथा दण्डहीनताको अन्त्य गर्न प्रधानमन्त्री तथा मन्त्रपरिषद्को कार्यालय अन्तर्गत रहने गरी १५ दिनभित्र अधिकारसम्पन्न सम्पत्ति छानविन समिति गठन गर्ने। सो समितिमा कानुन, अर्थ, राजस्व तथा अनुसन्धान क्षेत्रका विज्ञ तथा सम्बन्धित निकायका प्रतिनिधिहरू समावेश गर्ने। सोको लागि आवश्यक कानुनी तथा प्राविधिक संयन्त्र विकास गरी सम्पूर्ण प्रक्रिया पारदर्शी र नतिजामुखी हुने सुनिश्चित गर्ने। उक्त समितिलाई आवश्यक कागजात, विवरण तथा अभिलेख सङ्कलन, विश्लेषण तथा सिफारिस गर्ने लगायतका अधिकार प्रदान गर्ने। पहिलो चरणमा वि. सं. २०६२/६३ देखि हाल (२०८२/८३) सम्म सार्वजनिक पद धारण गरेका प्रमुख राजनीतिक पदाधिकारी तथा उच्चपदस्थ कर्मचारीहरूको सम्पत्ति विवरणको सङ्कलन, प्रमाणीकरण तथा छानविन गर्ने। दोस्रो चरणमा वि. सं. २०८८ सालदेखि २०६१/६२ सम्मको अवधिमा सार्वजनिक पद धारण गरेका सोही प्रकृतिका पदाधिकारी तथा कर्मचारीहरूको सम्पत्ति छानविन गर्ने। छानविन प्रक्रियालाई कानुनी मापदण्ड, प्रमाणमा आधारित तथा निष्पक्ष रूपमा सञ्चालन गर्ने तथा समितिले पेश गरेको प्रतिवेदन तथा सिफारिसहरू सम्बन्धित निकायमार्फत कार्यान्वयन गर्ने व्यवस्था मिलाउने।
