Comprehensive Energy Sector Reform & Export Strategy
For the development of the energy sector, to do the following: a) Prepare an energy export strategy within one month. b) To develop the country's energy sector as the main basis for economic transformation, immediately remove obstacles related to electricity generation, transmission, distribution, and export, and ensure rapid development, decisions on all pending Power Purchase Agreements (PPAs) and licensing shall be made within a maximum of 180 days. c) Immediately implement the strategy of focusing electricity exports on markets that yield high prices (especially during evening peak hours). d) Prepare a roadmap for the structural reform of the Nepal Electricity Authority and immediately advance the implementation process. e) Develop a multidimensional financial structure (government, private, foreign, and diaspora investment) for the management of long-term financial resources in the energy sector.
ऊर्जा क्षेत्र विकासका लागि देहायका कार्य गर्ने: क) ऊर्जा निर्यात रणनीति एक महिनाभित्र तयार गर्ने। ख) देशको ऊर्जा क्षेत्रलाई आर्थिक रूपान्तरणको प्रमुख आधारका रूपमा विकास गर्ने, विद्युत् उत्पादन, प्रसारण, वितरण तथा निर्यात सम्बन्धी अवरोधहरू तत्काल हटाई द्रुत विकास सुनिश्चित गर्ने उद्देश्यले पेन्डिङ रहेका सबै विद्युत् खरिद सम्झौता (PPA) तथा अनुमतिपत्र सम्बन्धी निर्णय अधिकतम १८० दिनभित्र गर्ने। ग) विद्युत् निर्यातलाई उच्च मूल्य प्राप्त हुने बजार (विशेष गरी साँझको पीक समय) मा केन्द्रित गर्ने रणनीति तत्कालै कार्यान्वयनमा लैजाने। घ) नेपाल विद्युत् प्राधिकरणको संरचनात्मक सुधार सम्बन्धी रोडम्याप तयार गरी कार्यान्वयन प्रक्रिया तत्काल अधि बढाउने। ङ) ऊर्जा क्षेत्रको दीर्घकालीन वित्तीय स्रोत व्यवस्थापनका लागि बहुआयामिक वित्तीय संरचना (सरकारी, निजी, विदेशी तथा डायस्पोरा लगानी) विकास गर्ने।
