To take integrated initiatives to ensure justice, rehabilitation, and the restoration of trust in the state for families and citizens affected by the incidents during the Gen-Z movement on Bhadra 23 and 24, 2082 BS. Under this initiative, to collect and verify the data of martyrs' families and the injured, and to ensure honorable rehabilitation, livelihood security, and social protection by implementing a coordinated package within 100 days that includes employment opportunities in the government, public, and private sectors based on qualifications, skills development, psychosocial counseling, and rehabilitation assistance. Furthermore, to immediately advance necessary investigations, actions, and prosecution processes against the guilty individuals and parties in accordance with prevailing laws based on the report of the Gauri Bahadur Karki Commission formed to investigate the facts of the incidents that occurred during the said movement.

For the reform of the health sector, to do the following: a) To end the situation where the poor, helpless, and destitute patients cannot access hospital services and are deprived of treatment due to financial reasons, and to enhance social responsibility in both the private and public sectors, to strictly and immediately implement the provision of providing at least 10 percent of total beds free of cost in government and private hospitals. For the real-time monitoring of free service availability, beneficiary details, and service utilization in all health institutions, to develop a "Free Health Portal" and implement it nationwide within 30 days. b) To develop a digital, integrated, and interconnected health information system within three months for a Patient Record System to manage a patient\'s medical history, Referral, re-service, and Clinical Follow-Up. To implement a clear Referral Protocol to control the tendency of unnecessarily referring to private hospitals. c) To ensure basic standards of attendance, behavior, cleanliness, and service of health workers in government hospitals, to mandatorily conduct an Attendance Monitoring, Conduct Review, and Cleanliness Audit once a week, making all service delivery citizen-friendly and accountable. d) To operate a digital system showing medicine stock and prices in hospital pharmacies within three months. With the objective of providing citizens with quality medicines at low prices, to implement a provision to operate "Sulabh Pharmacies" (Affordable Pharmacies) in government hospitals and major health institutions nationwide, to provide necessary medicines under generic names at minimum prices through these pharmacies, to strengthen supply management in collaboration with the private sector, and to bring this program into operation nationwide in a phased manner within 100 (one hundred) days. e) To solve the problem of increased mortality, disability, and long-term rehabilitation issues due to the lack of well-equipped hospitals for burn treatment at the provincial level, to start the process of establishing Burn Wards in most hospitals within 30 days. To arrange for subsidized treatment for burn patients. f) To immediately implement the provision of keeping air ambulances on standby for emergency health services in the hilly regions of the Far-West, Mid-West, and Eastern Nepal.

For the development of the agricultural sector, to do the following: a) To solve the problem of farmers incurring losses due to uncontrolled market fluctuations as the minimum price of major agricultural products is not secured, to start the process of determining the minimum support price of major food crops within 30 days. b) To ensure fair prices for agricultural products produced by farmers, to implement a provision mandating payment within a maximum of 25 days for credit transactions in agricultural product purchases, and to immediately issue guidelines requiring payment with interest if not paid within that period; to operate a national agricultural market information system to strengthen market access for agricultural products, and to deliver daily price information to farmers via SMS/digital media; to facilitate local levels to operate weekly agricultural markets (Haat Bazaars) in every municipality; and to initiate the "One Municipality, One Cold Storage Center" program to improve the storage and marketing of agricultural products. To conduct a feasibility study within 10 days to establish cold storage centers under public-private partnership in every district. c) To complete the arrangement of providing a Soil Health Card to farmers operating commercial agricultural farms within three months.
