Fast-Tracking National Pride & Strategic Projects
For project management, to perform the following tasks: a) The National Planning Commission shall complete the task of preparing a national-level Project Pipeline, prioritizing all projects on economic, social, and environmental grounds, and determining appropriate investment modalities for each project within two months. b) To review projects that have been stalled for a long time, are in a sick condition, or have not been completed on time. c) To make the implementation of national pride and large strategic projects rapid, time-bound, and of high quality under a "Fast-Track Mechanism". d) To draft laws within thirty days to end delays and repeated failures in the bidding process for national and prioritized infrastructure projects.
आयोजना व्यवस्थापनका लागि देहायका कार्य गर्ने: क) देशका प्राथमिकता प्राप्त विकास परियोजनाहरूमा स्पष्टता ल्याउन राष्ट्रिय स्तरको Project Pipeline तयार गर्ने, सबै परियोजनाहरूलाई आर्थिक, सामाजिक तथा वातावरणीय आधारमा प्राथमिकता निर्धारण गर्ने तथा प्रत्येक परियोजनाका लागि उपयुक्त लगानी मोडालिटी (सरकारी, PPP, विदेशी लगानी आदि) तय गर्ने कार्य राष्ट्रिय योजना आयोगले दुई महिनाभित्र सम्पन्न गर्ने। ख) लामो समयदेखि अलपत्र परेका, रुग्ण अवस्थामा रहेका तथा समयमा सम्पन्न हुन नसकेका आयोजनाहरूको पुनरावलोकन गर्ने। ग) राष्ट्रिय गौरवका तथा ठूला रणनीतिक आयोजनाहरूको कार्यान्वयनलाई "Fast-Track Mechanism" अन्तर्गत सञ्चालन गर्ने। घ) राष्ट्रीय तथा प्राथमिकताप्राप्त पूर्वाधार आयोजनाहरूको कार्यान्वयनमा देखिएको दिलासुस्ती अन्त्य गर्न तीस दिनभित्र कानून तर्जुमा गर्ने।
