Defining Investment Modalities for National Projects
To make the country's infrastructure development fast, systematic, and investment-friendly, to mandatorily determine the Investment Modality of national pride projects in operation in Nepal and all projects registered with the Investment Board. For this, the National Planning Commission, Investment Board Nepal, and the Ministry of Finance shall jointly classify all projects into government funds, public-private partnership, private investment, or mixed investment modalities within 90 (ninety) days and prepare and publish a National Structured Project Pipeline including capital mobilization, risk sharing, implementation framework, and deadlines within 90 (ninety) days. Following this structure, to advance the implementation process rapidly by making the projects Bankable.
देशको पूर्वाधार विकासलाई द्रुत, व्यवस्थित तथा लगानीमैत्री बनाउन नेपालमा सञ्चालनमा रहेका राष्ट्रीय गौरवका आयोजना तथा लगानी बोर्डमा दर्ता भएका सम्पूर्ण परियोजनाहरूको लगानीको ढाँचा (Investment Modality) अनिवार्य रूपमा निर्धारण गर्ने। सोको लागि राष्ट्रीय योजना आयोग, लगानी बोर्ड नेपाल र अर्थ मन्त्रालयले संयुक्त रूपमा ९० (नब्बे) दिनभित्र सबै परियोजनालाई सरकारी कोष, सार्वजनिक-निजी साझेदारी, निजी लगानी वा मिश्रित लगानी ढाँचामा वर्गीकरण गरी पुँजी परिचालन, जोखिम बाँडफाँट, कार्यान्वयन ढाँचा तथा समयसीमा सहितको National Structured Project Pipeline ९० (नब्बे) दिनभित्र तयार गरी सार्वजनिक गर्ने। उक्त संरचना अनुसार परियोजनाहरूलाई लगानीयोग्य (Bankable) बनाउँदै कार्यान्वयन प्रक्रिया द्रुत रूपमा अघि बढाउने।
