Comprehensive Healthcare Reform & Affordable Pharmacies
For the reform of the health sector, to do the following: a) To end the situation where the poor, helpless, and destitute patients cannot access hospital services and are deprived of treatment due to financial reasons, and to enhance social responsibility in both the private and public sectors, to strictly and immediately implement the provision of providing at least 10 percent of total beds free of cost in government and private hospitals. For the real-time monitoring of free service availability, beneficiary details, and service utilization in all health institutions, to develop a "Free Health Portal" and implement it nationwide within 30 days. b) To develop a digital, integrated, and interconnected health information system within three months for a Patient Record System to manage a patient\'s medical history, Referral, re-service, and Clinical Follow-Up. To implement a clear Referral Protocol to control the tendency of unnecessarily referring to private hospitals. c) To ensure basic standards of attendance, behavior, cleanliness, and service of health workers in government hospitals, to mandatorily conduct an Attendance Monitoring, Conduct Review, and Cleanliness Audit once a week, making all service delivery citizen-friendly and accountable. d) To operate a digital system showing medicine stock and prices in hospital pharmacies within three months. With the objective of providing citizens with quality medicines at low prices, to implement a provision to operate "Sulabh Pharmacies" (Affordable Pharmacies) in government hospitals and major health institutions nationwide, to provide necessary medicines under generic names at minimum prices through these pharmacies, to strengthen supply management in collaboration with the private sector, and to bring this program into operation nationwide in a phased manner within 100 (one hundred) days. e) To solve the problem of increased mortality, disability, and long-term rehabilitation issues due to the lack of well-equipped hospitals for burn treatment at the provincial level, to start the process of establishing Burn Wards in most hospitals within 30 days. To arrange for subsidized treatment for burn patients. f) To immediately implement the provision of keeping air ambulances on standby for emergency health services in the hilly regions of the Far-West, Mid-West, and Eastern Nepal.
स्वास्थ्य क्षेत्रको सुधारका लागि देहायका कार्य गर्ने: क) विपन्न, असहाय तथा वेवारिसे विरामीले अस्पताल सेवामा पहुँच नपाउने, आर्थिक कारणले उपचारबाट बचित अवस्थाको अन्त्य गर्न र निजी-सरकारी दुवै क्षेत्रमा सामाजिक उत्तरदायित्व अभिवृद्धि गर्न सरकारी तथा निजी अस्पतालका कुल शाखामध्ये कम्तीमा १० प्रतिशत निःशुल्क उपलब्ध गराउने व्यवस्था कडाइका साथ तत्काल कार्यान्वयन गर्ने। सम्पूर्ण स्वास्थ्य संस्थाहरूमा निःशुल्क सेवा उपलब्धता, लाभग्राही विवरण तथा सेवा उपयोगको रियल टाइम अनुगमनका लागि "Free Health Portal" विकास गरी उक्त पोर्टल ३० दिनभित्र देशभर लागू गर्ने। ख) विरामीको उपचार इतिहास, Referral, पुनःसेवा र Clinical Follow-Up व्यवस्थित गर्न विरामीको अभिलेख प्रणाली (Patient Record System)का लागि डिजिटल, एकीकृत र अन्तरआवद्ध स्वास्थ्य सूचना प्रणाली विकास तीन महिनाभित्र गर्ने। अनावश्यक निजी अस्पताल रिफर गर्ने प्रवृत्ति नियन्त्रण गर्न स्पष्ट Refer Protocol लागू गर्ने। ग) सरकारी अस्पतालमा स्वास्थ्यकर्मीको उपस्थिति, व्यवहार, सरसफाइ र सेवाको आधारभूत मापदण्ड सुनिश्चित गर्न Attendance Monitoring, Conduct Review र Cleanliness Audit एक हाम्रोच अनिवार्य गर्ने तथा सम्पूर्ण सेवा प्रवाहलाई नागरिकमैत्री र जवाफदेही बनाउने। घ) अस्पताल फार्मेसीमा औषधीको मौज्दात तथा मूल्य देखिने डिजिटल प्रणाली तीन महिनाभित्र सञ्चालन गर्ने। नागरिकलाई गुणस्तरीय तथा सस्तो मूल्यमा औषधी उपलब्ध गराउने उद्देश्यले, देशभरका सरकारी अस्पताल तथा प्रमुख स्वास्थ्य संस्थाहरूमा "सुलभ फार्मेसी" सञ्चालन गर्ने व्यवस्था लागू गर्ने, उक्त फार्मेसीमार्फत आवश्यक औषधीहरू जेनेरिक नाममा न्यूनतम मूल्यमा उपलब्ध गराउने, निजी क्षेत्रसँग सहकार्य गरी आपूर्ति व्यवस्थापन सुदृढ गर्ने र उक्त कार्यक्रम १०० (एक सय) दिनभित्र चरणबद्ध रूपमा देशभर सञ्चालनमा ल्याउने। ड) जलन उपचारका लागि प्रदेशस्तरमा सुविधासम्पन्न अस्पतालको अभाव हुँदा मृत्युदर, अपाङ्गता र दीर्घकालीन पुनर्स्थापना समस्या बढ्ने अवस्थाको समाधान गर्न ३० दिनभित्र अधिकांश अस्पतालहरूमा Burn Ward स्थापना प्रक्रिया सुरु गर्ने। जलनका बिरामीका लागि सहुलियत दरमा उपचार हुने व्यवस्था मिलाउने। च) सुदूर पश्चिम, मध्य तथा पूर्वी नेपालका पहाडी क्षेत्रहरूमा आपतकालीन स्वास्थ्य सेवाका लागि एयर एम्बुलेन्स तयारी अवस्थामा (standby) राख्ने व्यवस्था तत्काल लागू गर्ने।
