Ensuring Fair Prices, Prompt Payment & Storage for Farmers
For the development of the agricultural sector, to do the following: a) To solve the problem of farmers incurring losses due to uncontrolled market fluctuations as the minimum price of major agricultural products is not secured, to start the process of determining the minimum support price of major food crops within 30 days. b) To ensure fair prices for agricultural products produced by farmers, to implement a provision mandating payment within a maximum of 25 days for credit transactions in agricultural product purchases, and to immediately issue guidelines requiring payment with interest if not paid within that period; to operate a national agricultural market information system to strengthen market access for agricultural products, and to deliver daily price information to farmers via SMS/digital media; to facilitate local levels to operate weekly agricultural markets (Haat Bazaars) in every municipality; and to initiate the "One Municipality, One Cold Storage Center" program to improve the storage and marketing of agricultural products. To conduct a feasibility study within 10 days to establish cold storage centers under public-private partnership in every district. c) To complete the arrangement of providing a Soil Health Card to farmers operating commercial agricultural farms within three months.
कृषि क्षेत्रको विकासका लागि देहायका कार्य गर्ने: क) प्रमुख कृषि उपजको न्यूनतम मूल्य सुरक्षा नहुँदा किसान बजारको अनियन्त्रित उतारचढावबाट घाटामा जाने समस्या समाधान गर्न ३० दिनभित्र प्रमुख खाद्यान्न बालीको न्यूनतम समर्थन मूल्य निर्धारण प्रक्रिया सुरु गर्ने। ख) कृषकले उत्पादन गरेको कृषि उपजको उचित मूल्य सुनिश्चित गर्न कृषि उपज खरिदमा उधारो कारोबार अधिकतम २५ दिनभित्र अनिवार्य भुक्तानी हुने व्यवस्था लागू गर्ने र सो अवधिभित्र भुक्तानी नभएमा व्याजसहित भुक्तानी गर्नुपर्ने निर्देशिका तत्काल जारी गर्ने, कृषि उपजको बजार पहुँच सुदृढ गर्न राष्ट्रिय कृषि बजार सूचना प्रणाली सञ्चालन गर्ने तथा एसएमएस/डिजिटल माध्यमबाट दैनिक मूल्य जानकारी कृषकसम्म पु-याउने, प्रत्येक पालिकामा साप्ताहिक कृषि हाटबजार सञ्चालन गर्न स्थानीय तहलाई सहजीकरण गर्ने, कृषि उपजको भण्डारण तथा बजारीकरण सुधारका लागि "एक पालिका एक चिस्यान केन्द्र" कार्यक्रम प्रारम्भ गर्ने। प्रत्येक जिल्लामा सार्वजनिक निजी साझेदारीमा चिस्यान केन्द्र स्थापना गर्न १० दिनभित्र सम्भाव्यता अध्ययन गर्ने। ग) व्यवसायिक कृषि फार्म सञ्चालन गरेका कृषकहरूलाई स्वाइल हेल्थ कार्ड (Soil Health Card) दिने व्यवस्था तीन महिनाभित्र सम्पन्न गर्ने।
