Streamlining Bureaucracy: The 3-Tier Approval Limit

To end the situation where service delivery is slow, costly, and ineffective due to duplication, complexity, and unnecessary processes existing in service delivery across all public bodies, to comprehensively review the prevailing processes in their respective bodies, remove unnecessary and duplicated processes, limit multi-approval tiers in the decision-making process to a maximum of three tiers, and prepare/amend and implement necessary procedures, standards, and monitoring systems within 30 days to make the entire service delivery simple, fast, and result-oriented through Business Process Re-engineering (BPR). If legal provisions are required, to prepare the draft for legal amendment within that period.

सबै सार्वजनिक निकायले सेवा प्रवाहमा विद्यमान दोहोरोपन, जटिलता तथा अनावश्यक प्रक्रियाका कारण सेवा प्रवाह ढिलो, खर्चिलो र अप्रभावकारी भएको अवस्थालाई अन्त्य गर्न आआफ्ना निकायमा प्रचलनमा रहेका प्रक्रियाहरूको व्यापक समीक्षा गरी अनावश्यक तथा दोहोरिएका प्रक्रियाहरू हटाउन, निर्णय प्रक्रियामा रहेका बहु-स्वीकृति तहलाई बढीमा तीन तहमा सीमित गर्न तथा Business Process Re-engineering (BPR) मार्फत सम्पूर्ण सेवा प्रवाहलाई सरल, छिटो तथा परिणाममुखी बनाउनका लागि आवश्यक कार्यविधि, मापदण्ड तथा अनुगमन प्रणाली ३० दिनभित्र तयार/संशोधन गरी लागू गर्ने। कानूनी व्यवस्था गर्नुपर्ने अवस्थामा सो अवधिभित्र कानून संशोधनको मस्यौदा तयार गर्ने।
