Depoliticizing the Civil Service & Banning Partisan Unions
To make public administration completely free from political interference and make it impartial, neutral, and accountable to the citizens. For this purpose, to make it mandatory for civil servants, teachers, professors, and all public servants to perform their duties free from direct or indirect affiliation with any political party, group, or interest center, and to take strict departmental action according to prevailing laws in case of violation. Additionally, to abolish partisan trade unions in public administration to end unwanted interference and informal pressure, making the decision-making process and service delivery effective. To draft necessary legal provisions, especially the Federal Civil Service Bill, within 45 days for this purpose.
सार्वजनिक प्रशासनलाई पूर्णत: राजनीतिक हस्तक्षेपबाट मुक्त गर्दै निष्पक्ष, तटस्थ र नागरिकप्रति उत्तरदायी बनाउने। यस उद्देश्यका लागि निजामती कर्मचारी, शिक्षक, प्राध्यापक तथा सबै राष्ट्रसेवकले कुनै पनि दल, समूह वा स्वार्थ केन्द्रसँगको प्रत्यक्ष वा अप्रत्यक्ष आवद्धताबाट मुक्त भई कार्यसम्पादन गर्न अनिवार्य गर्ने र उल्लङ्घन भएमा प्रचलित कानुनबमोजिम कडाइका साथ विभागीय कारवाही गर्ने। साथै, सार्वजनिक प्रशासनमा दलीय ट्रेड युनियन खारेज गरी अवाञ्छित हस्तक्षेप र अनौपचारिक दबाबको अन्त्य गर्दै निर्णयप्रक्रिया तथा सेवा प्रवाहलाई प्रभावकारी बनाउने। यसका लागि आवश्यक कानुनी व्यवस्था विशेषतः सङ्गीय निजामती सेवा विधेयक ४५ दिनभित्र तर्जुमा गर्ने।
